We had the opportunity to know Phil better when Barb served with him on the county legislature. He was a man of integrity and common sense. He cared deeply for the people in this community and will be greatly missed. Our thoughts and prayers are with his family.

Moe & Phil Joe, Your Dad was the best and most straight forword person I ever met. I just remember everytime I say him it was Yes Sir and No Sir. God Be With Y'all. Love Ya!
Deb, Moe, Phil Joe my sincere sympathy. I respected your father, as did anyone who knew him. He is responsible for my love of the grocery business, but more for my success. I'm so glad I stopped to see him when he was in the hospital a year or so ago.
He was dedicated to all he was involved in and lived life as it should be. When people ask me why I'm in this crazy business I always start the story with Phil Smith and Montour Falls.
I'll have a vodka and tonic with Phil and Judy tonight. Ahhh the memories.

My heart goes out to Debbie, Moe and Philjo. Our community has lost yet another grand soul! We were so blessed in our little town to have had Phil's presence and influence in our lives.
Condolences to the family and the community, I know this is a huge loss. I only knew Philip for a short time but he treated me kind and with respect and I appreciated that. My heart goes out to the Smiths' and all those in mourning.

And who would've thought years later he would be one of my bosses at the Legislature! A special moment for me was when Phil & Judy came to my dad's home after he passed with food galore, but the hugs & the words of comfort are still with me. I hope that you all will find some peace in knowing that he is once again with the love of his life!

Thank you, Phil, for all you did for my family. You employed all three of my children when they were young adults and taught them to be productive citizens with great work ethics. Your influence on them and the whole community can't be overstated.

Jim and I are so sorry for your loss and that we will not be home to celebrate your dad's amazing life. He was a very kind and generous man. Jim and I met them in Florida one year when our kids were little and with us. They welcomed us with open arms and we made some good memories. He was always eager to let me pick his brain about county government and was helpful with my family through his work with the VA. He even was known to "lead me astray" on any given day on any given golf course. Oh what fun and often ending up at "the cottage". So, although you heart is heavy, may the warm and happy memories of him will live on in you and others for a very long time. Keep your angel wings spread protectively over your beautiful family, Phil and Judy. Cheers
Very thankful to have known Phil (and Judy) through Moe - all the way back to the mid 70's, living above the IGA with Moe and Julie Smith, and always keeping Phil (county legislator and owner of the IGA) on his toes with regard to the tenants Moe had moved into his rental space above the store! :) Love you Moe - your Dad was awesome!
I will cherish so many memories. The cottage, all the holidays, the dinners so graciously provided and his love. Debbie, Maureen, and Phil Joe, your dad was one of the greats! Love him forever❤️ I hope your pain will be quickly replaced with only the good memories. I love you all.
